Why for both:
Pels: Add a primary ball-handler to facilitate the offense. Keep BI in the process, so they can try DG, BI, Murphy, Zion together or flip BI for a big man.
Cavs: A bit unorthodox, but the Cavs add a guy that is probably a better fit with Mitchell as a volume shooter and an off-ball player. CJ is also from NE Ohio so he might be extra motivated to play at home. Herb give the Cavs an SF with length and a developing 3pt stroke. Herb, Mobley, and Allen can erase any defensive deficiencies that could arise with CJ/Mitchell. Cavs also get the picks to add young depth or use in trades.
